Cristina Lilley
Program Coordinator
Cristina Lilley serves as Program Coordinator at the Healthcare Leadership Council (HLC), the leading healthcare industry association representing all sectors of American healthcare. In this role, Cristina provides research-driven support to the Policy team and prepares and distributes briefing materials for meetings and speaking engagements.
Prior to joining HLC, Cristina held policy and government affairs internships across several health organizations. At the National Rural Health Association, she co-authored a policy brief examining the impact of tariffs on rural health infrastructure. During her time with McDermott+, Cristina contributed to client projects focused on market access strategy, and as a Health Policy Intern at Faro LLC in San Juan, Puerto Rico, she developed a white paper on enhancing technology integration within the Puerto Rican health system and recommending policy changes to optimize resource utilization. She also helped develop a health policy agenda focused on preventive and women’s health for VOCESPR, supporting the organization’s transition toward secondary prevention efforts.
Cristina has also conducted academic research focused on improving health outcomes through policy innovation. At the George Washington University Center of Excellence in Maternal and Child Health, she examined the future of child health policy at the state level, identifying all of the budgetary, programmatic, and policy changes proposed and enacted by the state legislatures of all 50 states, Washington, D.C., and Puerto Rico. Additionally, she presented her research on implementing a patient navigation system to reduce cervical cancer rates in Puerto Rico at GW Research Day.
Cristina holds a Master of Public Health in Health Policy and a Bachelor of Science in Public Health with a minor in International Affairs from the George Washington University. She also completed an exchange program in Global Public Health at the Universiteit van Amsterdam (UvA).
