Sam Carley

Policy Manager

Sam Carley serves as Policy Manager at the Healthcare Leadership Council (HLC), the leading healthcare industry association representing all segments of American healthcare. In this role, Mr. Carley manages the Patient Safety and Quality portfolio, working to reach consensus among member companies on issues related to data interoperability, intellectual property protections, and artificial intelligence.

Prior to joining HLC, Mr. Carley worked for Novavax Inc. during the COVID-19 pandemic, where he collaborated across the vaccine development and policy teams on issues including access, pandemic preparedness, and pro-innovation intellectual property policies. He began his career as a virology researcher at the National Institutes of Health (NIH) and then the National Health Law Program, where he evaluated equity in Medicaid managed care.

Mr. Carley graduated from Worcester Polytechnic Institute with a bachelor’s degree in biotechnology and chemistry. He earned a master’s degree in public health from The George Washington University.
