Sparking the Conversation: How a Recent HLC/ZS Report Is Shaping the AI Debate

A month after the release of HLC’s joint report with management consulting and technology firm ZS – which urges a unified federal approach to AI in healthcare – it is already shaping conversations on Capitol Hill and across the media.

The report, entitled  “Unleashing AI’s Potential for Patients: A Cross-Sectoral Roadmap for Healthcare,” reveals the risks of today’s highly fragmented and inconsistent approach to AI regulation in the healthcare industry and provides a roadmap of nine practical policy recommendations to address identified barriers.

Bipartisan Engagement on Capitol Hill

Representatives from HLC and ZS recently held meetings with key Republican and Democratic congressional staff to discuss the report’s key findings and policy recommendations. Discussions reflected bipartisan interest in exploring the structure of a federal AI regulatory framework, as well as its potential impact on patient care, innovation, and data privacy.

Conversations also addressed AI’s potential to reduce healthcare costs, challenges posed by an emerging patchwork of state laws and regulations, and ongoing liability concerns facing developers and providers.

Meetings included Una Lee, Chief Counsel for the House Energy & Commerce Committee Democrats; Evangelos Razis, Counsel for the House Energy & Commerce Committee Republicans; and Anisa Alazraie, Legislative Assistant to Rep. Ted Lieu (D‑CA). The discussions were led by HLC staff Corey Miller, Clara Keane, and Isabel Perlin, as well as ZS representatives Stephanie Santana and Shailee Vimadalal.

Report Makes Headlines

Beyond Capitol Hill, the report sparked significant media interest, generating headlines across several influential publications:

Politico: Health care leaders call for moratorium on state AI laws

Excerpt: “The Healthcare Leadership Council, which represents 50 of the heftiest health care companies in America, is asking lawmakers to pass a moratorium on state AI laws and adopt a national framework to support AI’s use in health care.”

Fierce Healthcare: HLC proposes path to AI regulation, from simple to strenuous

Excerpt: “The Healthcare Leadership Council (HLC) has released an AI policy road map to help guide the administration and Congress toward a long-term solution to ensure AI is safely overseen in healthcare. “

Inside Health Policy: Health Execs Call for Federal AI Framework Preempting State Laws

Excerpt: “The Healthcare Leadership Council (HLC), a DC-based group representing leaders across the health sector, is calling for Congress and the Trump administration to develop a federal artificial intelligence framework that supersedes state regulations and consider a ‘narrowly scoped pause’ on state AI laws.”

The bipartisan interest on Capitol Hill and significant media attention highlights the report’s relevance and influence. HLC and ZS remain committed to guiding the conversation toward a unified federal framework that supports innovation while protecting patients.
