Angela Banks

Angela Banks serves as Head of Policy and Advocacy at the Healthcare Leadership Council (HLC), the leading healthcare industry association representing all segments of American healthcare. In this role, Angela leads HLC’s policy strategy and advocacy efforts across the healthcare ecosystem, working to advance policies that improve patient access, affordability, and innovation.

Prior to joining HLC, Angela was Vice President of Policy at the Pharmaceutical Care Management Association (PCMA), the national association representing America’s pharmacy benefit managers. There, she led federal and state policy strategy and spearheaded industry outreach to policymakers. Before PCMA, Angela served as Vice President of External Affairs at UnitedHealth Group, where she led a strategic approach to prescription drug and pharmacy care services policy. Earlier in her career, she held policy, public affairs, and government affairs roles at multiple pharmaceutical companies, supporting the discovery, development, and commercialization of innovative therapies.

Angela holds an MBA and a Master of Arts in Government from Johns Hopkins University.
