Isabel Perlin serves as a Public Policy Fellow at the Healthcare Leadership Council (HLC), where she supports the development and advancement of federal health policy priorities that strengthen the US health care system. This includes analyzing federal legislative and regulatory activity to support strategic decision making on issues such as artificial intelligence, cybersecurity, value-based care, and Medicare Advantage.
Prior to joining HLC, Isabel served as a Public Health Project Coordinator with the New York Public Interest Research Group (NYPIRG), where she organized statewide advocacy initiatives addressing medical debt, universal healthcare access, and mental health resources. She has also worked in policy research with The Common Good, the International Law Lab at Syracuse University, and Catholic Charities of Onondaga County’s Refugee Resettlement Department. Her research contributions have been cited in Princeton University’s World Politics: A Quarterly Journal of International Relations. She also previously interned for U.S. Congressman Brad Schneider (D-IL).
Isabel graduated summa cum laude from Syracuse University’s Maxwell School of Citizenship and Public Affairs with dual majors in Policy Studies and Citizenship and Civic Engagement, and minors in Spanish and Political Science. She is a member of Phi Beta Kappa and the Renée Crown Honors Program. In DC, Isabel is also a member of the Society for Young Health Policy Professionals and an appointed member of the Council on Foreign Relations Young Professional Briefing Series.
